EEPROM is a type of memory chip inside many vehicle control modules that stores settings even when the power is off. For key work, the immobilizer or body module often keeps the secret values that tie keys to the car in its EEPROM. When those values cannot be read through the diagnostic port, a locksmith can read the EEPROM directly to recover what is needed to generate a working key.

This is bench-level work. It can involve accessing the module, reading the memory with specialized equipment, calculating the needed values, and then preparing a key the immobilizer will accept. It is most often used for all-keys-lost on systems that do not allow a simpler path.

In plain English

EEPROM programming is the advanced option for when the car will not cooperate the easy way. The information needed to make a key is locked inside a little memory chip on one of the car's computers, and the locksmith reads it directly to get the car running again.

It is more involved than plugging into the diagnostic port, but it is often what saves you from a dealer tow when every key is gone.

When EEPROM work is needed
